If you review after 4 months, rather than 6 months, then the DE has
moderated the "penalty" that the parents perceive, you get 4 months to
review the scout's progress, and not much harm is done to the process,
IMO. Remember, 6 months can seem like an eternity to our adolescent
youth (remember the wait for that driver's license?). If you stick to
the 6 months, then _you_ appear inflexible.

What "stick" does the troop use to keep people from not showing at the
last minute? Are funds collected to cover the cost of the activity at
the time of expressing interest? This could serve to separate those who
are serious about the activity from those who are not.

If it is inconveniencing the other scouts, then they should come up with
a solution. If its not a big deal to them, then perhaps it ought not be
so to you.
