BOR Help

I need some help with would an advancement problem centering on participation
and Scout spirit. Recently we withheld Life rank for a 14 yr old, based on
lack or correction of several problems noted from previous BOR. This Scout's
Star was delayed 2 months because of dues in arrears and frequent last-minute
cancellations for events. He was finally passed on the stipulation he take over
as Scribe and show acceptance of responsibility, including paying dues and
improving attendance at events. (May 1995)

Last week this Scout appeared before a BOR and had met the challenge to act as
troop scribe. However, he still has not paid dues for the past 12 months, has
cancelled at last minute for events, and does not appear to take responsibility
for his actions, including bringing fire crackers to summer camp. He has not
participated in any troop fundraising (Note: dues are $1/mo, the troop pays
all registration and BL fees for Scouts, and this is not a financial hardship
case). The BOR (4 persons) unanimously agreed not to pass him and to wait for
6 months for his next board. We set the long time since this was a continuation
of previously documented problems that the board wanted to provide ample
opportunities for him to show participation in events.

The Scout's parents came to committee meeting and voiced complaints about
stipultions. Members of BOR met with them privately without much progress.
Parents have contacted District Exec, who felt 6 month wait is excessive.

We're faced with a decision... do we review him sooner? Is 6 months too long?
Is it unreasonable to expect him to be current in dues and attend events he
signs up for? This problem is even more difficult since the Scout's father
is minister for sponsoring organization. Opinions, suggestions, experiences or
advice would be appreciated.
