One thing to remember on Eagles, is that it is not a give me. The boy may
have completed his magic 21 merit badges and his project. But, if he is not
ready for the Eagle, be it for Scout spirit or what ever, then he should not
receive it. A number of boys have made it the Scoutmaster conferance and
been told that they must show more spirit or leadership and have gone on to
do it, once they see what needs to be done. Give the boy a chance, but he
must have the Spirit and leadership that goes with being an Eagle. There
have been too many Eagles just given to boys who have completed the
requirments. And, this is NOT fair to those boys who have earned the Eagle
Rank.
