Mike,
As an Eagle Scout and as an adult leader I too have had to bear the burden of
telling a scout going up for his Eagle, no. I too caught hell from the scouts
parents (mostly the mother). Our scout was much like yours. So what did we
do.
We told him to come back in six months and try again. This sent a strong
signal to the other boys in the troop that we just didn't give Eagle away and
that you had to do more than just do the requirments of the rank. Though his
mother never forgave me....I really didn't care....his father was behind it
all the way. Dad was the troop committee chairman. It also paid dividends to
the troop in the long run.
Personally, I feel that the Scout Master failed in his duties as the SM. He
and he along should do the conference. Having it done by committee only cause
him to shirk his responsibility and pass the buck when the situation got
tough. I'm sure he took credit for the scout making Eagle.
But what do I know....
