It sounds like you have a good understanding about whan should be done. The
short term solution is to stick to your position anf try to convince the
father that the world does not come to an end after Christmas break.

There is a serious flaw in the fathers plans. First, my experience is that
it takes four to six weeks after the board of review to get an eagle award
approved all the way to national and back if there are no problems. If one
piece of paperwork is out of place, ther can be additional delays. In
addition, getting a board of review organized during the holiday season is
another difficulty. The requirements for the make up for the eagle board
vary from place to place and I don't know what yours is but it usually takes
a couple of weeks to get on togather here. The bottom line is that these
problems will make the fathers wishes moot.

The other thing that I would do is to get all of the life scouts togather
and have a discussion (not a lecture) on the proper behavior for eagle
candidates. You might find that they will come up with a long term solution
to your problem. If they understand what proper conduct is and participate
in settings its limits, you might find that peer pressure will acomplish
some behavior modification in the whole group.
