Your Life Scout has a Jeckel & Hyde side to him that you might inquire
about. Great guy, except when he's with the scouts? Father as CC? Is
he trying to tell his father something? Does his father, as CC, come
along on the scout functions, thus providing another opportunity for
father-son conflict? Is this scout insubordinate to adult leaders when
his father isn't around? As much as I (as a father of a 13 year old)
hate to admit it, a certain contempt for parental authority is helpful in
adolescent development.

The scout may have a blind spot that he needs to know about. Perhaps you
could suggest that he ask each member of his patrol to suggest an area of
improvement. "What could I do to be a better APL?" (Was he elected to
this position, or appointed by his PL, BTW? If elected, can his PL work
with him?) An Eagle should be able to both lead and follow, as part of
his grou.

That being said, I don't recall that "show scout spirit" is an open-ended
invitation for the SM to "fail" those who aren't perfect angels. I admit
to not having my requirements book handy, but you might re-read the
requirement as it applies to Eagle candidates.
