I presume the reason a 6 month term was suggested was so that if the Scouts
realize they made a mistake, it can be corrected in a relatively short time.
If that was the case, then there is no reason a leader should not be able to
be reelected. If the reason was to give everybody a chance at leadership
(doubtful), then you should not allow them to be reelected to the same office.

In a troop so small, where else can they go? I know many feel that after
being in a leadership position, it might be awkward to go back to being just
a member. That might be so, but it is something we should teach the Scouts
to handle.
I work for a small company and most of us have a similar level of expertise.
Therefore, while I might be working on my current project as a group leader,
on the next project, the group leader might be somebody who was in my group
on my last project. Leadership roles change over time. Your boss today
might be your employee tomorrow. Teaching Scouts to handle changes in
leadership, therefore, is worth while.
