We have a small start-up troop and have had 2 full elections and a recent
election for SPL only because the formerly elected Scout became too active in
school sport (he has only made one meeting since September). The first 3 months
of our program (last December, January, and February), I used my ASM (many
childlike qualities :) ) as a surrogate SPL and elected one PL only. The troop
actually existed for 3 year prior, but they had no program, leadership,
uniforms, or even Scout books. I felt it was important for the Scouts to have
in front of them a good example of how the SPL's job should be done. We have
been actively transitioning to a boy-run troop ever since (I don't think this
part ever stops).
Below are our current SPL and PL standards. I expect them to increase gradually
for the next few elections. Each Scout running for office was required to sign a
form that read:

November 1995 Elections
Senior Patrol Leader (elected)
2nd Class Scout
Good attendance record at previous meetings and events
Commitment to attend 80% of all future meetings and events
Commitment to attend one extra planning meeting per week
Shows Scout spirit
Patrol Leaders (elected)
Tenderfoot Scout
Good attendance record at meetings and events
Commitment to attend 70% of all future meetings and events
Commitment to lead patrol to the Baden-Powell Award
Shows Scout spirit
Other Offices (appointed by SPL)
Assistant Senior Patrol Leader
Scribe
Quartermaster
Librarian/Historian

I would not worry too much in the beginning about their rank or age. Also, a
Scout transferring from outside the troop, even if he has more rank, may not
necessarily be the best choice for leader of the troop. Good luck.
