As the Scoutmaster of several "startup" Troops, what I've done is to appoint
the first "set" of leaders for about three weeks. This gets the Troop going
and also establishes the fact of youth lead-adult advise.
Then, we hold elections for Senior Patrol Leader and Patrol Leaders. This
is done after a lenghty chat about how important the positions are,
dispelling the idea of "voting for popularity", and most importantly,
letting them choose their leaders...even at Tenderfoot or Scout.
Leadership does not always go to the "most senior in rank". Although the
kid you are waiting for has reached Second Class, remember that he may have
the same or less in number of outdoor experiences as some of your Tenderfoot
Scouts have.
Also remember that true to our advancement program, each Scout progresses at
his own rate, and NOT the rate of the "group". You may have a "second
class" or even "first class" Scout right there in your present
membership...let your Scouts find him!
Afterwards is the MOST important time, Kevin. This provides you, as Dr.
Steve found out, to "get things going on the right foot" by doing those
things that older Troops wished that they can "wipe the slate and start
over" doing: TRAIN THE LEADERS and then HAVE THEM TO PLAN, CALENDAR AND
IMPLEMENT THE TROOP'S PROGRAM. See, you don't have a lot of that "That's
not how we used to do it"s with your Troop...and that's good, because it now
allows them to plan, fall or fly and improve as time goes onward.
Don't wait for the one Scout to make Second Class...hold them elections NOW,
if you think that they understand the responsibilities; otherwise, do it
when you feel that they are ready to do it.
