A "joining fee" verusu annual fees option

Years ago, back in the way distant past, when I was just a wee CUB,
and yes the FIRST real Akela was my CUB master, we did not have
annual dues per say. The pack charged a 1 time JOINING fee, which
included all your BOOKS for as long as you were a CUB, plus your
council insignia, pack numbers, and den number. No additional
DUES or fees were required at the PACK level. The pack
had a VERY high retention rate! (you already paid up front!)

HOWEVER >

We had an annual (or maybe 2) FUNd raisers (emphasis on FUN).
A father son cake bake and AUCTION, plus an Easter Candy sale.
Each family was ASKED to sell a minimum. If each family met
the minimun (on average) the pack was set for the year.
BSA popcorn could replace the Candy sale or add more funs.

Den Dues were up to each den leader, and the PACK tried to
maintain a den resource library for each den, to include
HOW to books, old POW WOW material, etc.
