SPL, PL elections

Do troops set standards for scouts to run for SPL and in particular PL?
Ours is a new troop with all _new or tenderfoot_ scouts.
We have the potential real soon for a 2nd class scout to be transfering
into our troop. It is conceivable that come next elections, the scouts
could elect a boy with much less rank and experience.
How have others dealt with this issue!
