Advancement at home

Hello all!
I have found over the last couple of years as SPL of my troop
that it is much easier if the Scouts do work towards rank and merit badge
advancement at home, rather than waiting to do everything at troop
meetings and on campouts (some work, naturally not all).
However, I have also found that it is incredibly difficult to get
the scouts to do this. They don't see the necessity. I know that I didn't
see any reason to do any work at home for scouts when I was that age and
working on these requirments (knots, identification of plants etc...), so
I know where they are coming from.
Does anyone have any ideas for how to motivate the kids to do
some work at home, so that they can advance faster?
(I am assuming that this is a problem elsewhere besides my troop. If I am
wrong, please tell me...)
