Eagle Palms

A question came up at the last troop board of review about Eagle Palms. What
order are they earned, I know that this sounds like a simple question, but the
example was this, a Scout has earned 15 badges past Eagle and he has been
active for six months since becoming an Eagle, does he qualify for a gold palm
or does he need to earn the bronze one then wait another six months for the
gold and then another for the silver? The book says something like a Scout can
only wear the proper combination of palms, what does this mean that he can only
wear one at a time or do they have to be earned in order but he can wear them
as he earns them. I was hoping somebody could help clear this up. And
while we are at it, why is gold put before silver, when traditionally(sp?) it
is silver then gold?
