In reference to how to deal with a misbehaving Scout, Derry Hamilton used a
term which I am sure will confuse the original poster and many other
American Scouts/Scouters:

The Court of Honour as it is exists in Scouting in the UK has no direct
parallel in the BSA. In the BSA such a phrase is used to denote what is
"merely" an awards ceremony. In the UK such a Court handles situations such
as that faced by the SPL who started this discussion.
The closest translation would be for this Scout to be brought before the
next PLC meeting.
Just trying to avoid confusion between people from "two nations divided by a
common language..."!
