Not to trivialize the problem, but has the PLC been consulted? The
scouts (not just the SPL) need to jointly decide (1) whether there is a
problem, and (2) what is to be done about the problem. And, they need to
decide who is to do it. If something is done by the SM that the SPL was
to do, the SPL needs to tell the SM to back off. And, when he doesn't,
the SPL needs to sit down with the other scouts and tell the SM to let
him know when he's tired of being the SPL.
The SM is to train the socuts to lead. The SM is not the leader of the
scouts.
