Sorry to disagree with Kathy BUT ...
B-P published " Scouting for Boys " in January 1908. The first experimental
camp at Brownsea Island was held in the Summer of 1907. Boy Scouts did
not exist in 1904. There <were> other youth groups including those being
developed by Seaton and Beard , but they were not " Boy Scouts "
In UK the Boys' Brigade was formed at the turn of the century, and B-P
worked with Wm Smith to develop an outdoor program for the Brigade, but I
doubt that was as early as 1904.
