SUPER question, John!

The answer is YES. Local Councils may produce, with National consent,
"badges and insignia consistant with the national program and which will
support the Council's implementation of National programs" (taken from the
BSA's Administration booklet as well as from the Insignia Guide).

When you see my new Web page, you will notice that there are three or four
"unofficial square knots" used to recognize Scouters or Explorers for
specific awards or items. As I wrote in the posting about the knots, it is
up to a local Council completely if they want to include in the presentation
of an award, a device, plaque or pendant award in addition to the actual
award. The only thing that they have to do is to send two copies of the
award or item, along with a short justification why the additional insignia
or device is needed, to the BSA's Insignia and Uniform Committee for consent
(note that approval is NOT needed as long as it's consistant with the
program in which it's being used).

There are also local Council awards that are perfectly legal as long again
as the local Council is using them in connection with a BSA program and as
long as the local Council provided two copies of the award to the National
committee.
A good example of this are the Bronze, Gold and Silver Big Horn Awards
unique to the old East Central, Southeast and South Central Regions (and
which are still awarded in the Central Region). The Big Horn Awards are
presented to Explorers for service to the Exploring program of a local
Council (Bronze), Regional Area (Gold) and Regional/National level (Silver).
It is presented to both youth and adult members, while the Exploring Service
Awards are just presented to the youth members on those same basis. The Big
Horn Awards predate the Service Awards by two years.
