In BSA, there is the National Council, chartered by Congress. It
"franchises," so to speak, the BSA program to local councils (about
350 of them at the moment), which in turn agree to cooperate with local
community-based organizations to create, support, and maintain units.
In larger councils, there is an intermediate level called the district.
The program is divided by age/grade-level into Cub Scouting (grades 1-5 or
ages 6-10, unit are called packs), Boy Scouting (grades 6-12 or ages 11-17,
units are called troops), and Exploring (ages 14-20, with the possibility
of coed or even all-girl posts). Sea Scouts or Sea Exploring is a part
of the Exploring program, and the units there are called ships. There is
also a school-based program, Learning for Life, about which I know almost
nothing.
Rechartering of units is done annually by renewing the agreement between
the local council and the charter organization (sponsor).
