merit badge substitutions

Hi all
We had a question come up at our meeting last night. Can a boy substitute
the MATERIALS used to complete requirements for a merit badge? We realize
that they cannot change the activity required, but are wondering about
items used to complete the activity. Case in point...basketry. We live
in an area where the only craft shop around cannot get any of the weaving
materials listed in the requirements. The question was whether or not the
boys could substitute available materials such as willow, for the ones
listed. Thanks for your help.
