1995 Leader Award Changes

A while back there was a post about coming changes. One of the items
mentioned was the reinstatement of "attend 4 roundtables" as an
alternative to "attend a leader Pow-Wow" for the Cub Scout leader knots.

None of our council/district people seem to know anything about this.

Did this change really happen? Can anyone point me to a reference
from national about it?
