18 year old drivers

I had sent a private e_mail reagrding this topic,
but decided today to send something out to the list.
There are many who are posting the BSA requirements/restrictions
in regards to 18 year old, & younger, drivers. The troops
with whom I have been associated have made, on their own, some
minor modifications; for the better, in my opinion.
1) We allow any licensed driver to drive to/from troop meetings.
Whether they have passengers in the car is up to parents; they
are not on a troop outing. Thus siblings can ride together. We
do request that parents supply the troop leaders with written
permission that their son may ride with the under 21 driver.
This is so that we can say that "yes your son left with ...".
2) We allow only licensed drivers 18 and older to drive to
troop outings, whether they are just troop, district or council
level.
3) ALL (emphasis) Scouts under the age of 18 MUST ride in a
vehicle driven by a licensed driver 21 years of age or older.
4) 18 to 21 year old drivers may drive equipment in their
vehicles.
These guidelines (for they are NOT BSA) are to cover ourselves,
Scouts, leaders and parents in insurance issues. I will grant you
that there are drivers over 21 who are FAR more reckless than 18-21
drivers, but we prefer not taking that risk. I personally have an
issue with scouts under 18 riding with under 21 drivers without
parent permission. Of course, we could get some permission slips,
but knowing how "Murphy" works, either we won't have the slips or
it will give permission for another driver.
