Many thanks for running through the rules. I was preparing a similar
post when yours arrived with the same conclusion. All unit committee
members are serving in positions that require registration! Maybe
someday BSA will get some people to attend a simple English course and
use their help to write clearer rules for those who find this a bit
trying. Unfortunately a lot of people only read a part of the rules or
rely on someone else who only has read a part and then pass on less than
accurate information. This does a diservice that could hurt a Scout
sometime down the road. Consider a prospective Eagle - what happens, if
some "do-gooder" informs the Council/District Committee that the
candidate has never earned a rank properly, because he has never been
before a properly constituted board of review. This little
"technicality" could create a lot of needless pain and anxiety while
things were sorted out. The solution is relatively inexpensive and
fairly painless - register the adults that you want to use on Boards of
Review. And there is no law or rule that prevents the unit from filing
out much of the application for the person and footing the bill, if it
comes to that, so long as it is signed and approved by the chartering
organization. New rule: Make-It-Simple/Make-It-Painless MISMIP.
