It would appear from the information you have furnished that this man is
having his mid-life crisis and is out-of-control as well. It also
appears that some of this behavior albeit less serious than assault is
falling over into his Scouting life as well.

In either case it is HIS CRISIS and must not become yours or any other
parents or boys problem. As Leaders our primary concern must be the
Protection of the Boys from abuse of any kind be it physical, verbal or
in this case one of example and possibly the chance of physical violence.

Innocent until proven guilty is fine for the Courts but, our job is to
provide a safe environment for our kids. This man should be asked to
voluntarily leave until he gets himself together at minimum and if
necessary I believe it would be your Councils responsibility to remove
him from any areas of responsibility working directly with or in view of
the Scouts at the very least.
