So, our moaning that all of the requirements should be done as specified
is a bit disingenuous unless we hold to the Environmental Science
requirements, too.

Same with ours. Last summer two of my 11 year old scouts were given
signed ES merit badge cards at camp. I knew neither of them had done the
observations, so told them I would pocket the cards until they'd done the
observations and write up. One of them (my son, with my "encouragement")
did the observations and the write up. The other still has the partial mb.

As an ES mb counselor, I have seldom had a scout come to me to get the
badge, other than completing partials from camp.
