Along this thread, it was written
Merit badge counselors who "give away" badges should be
reported to the camp organisers and either be trained
properly or not used again. maybe they were "given" merit
badges in the past and do not know better!
The object is to learn something, not collect badges.
This is a good idea and I'd add that the District and Council Advancement
Committies might want to help Camp Directors emphasize that the staff
needs to teach and assess skills at summer camp. Approach the Committee
with your concern and they should help the directors.
