Bill, I too came away from a week at summer camp with that same
impression. An impression gained from the statements (over & over & over
again) by the boys in my troop that merit badges at camp were A LOT easier
than back at home. At one point some of the older boys criticized a younger
scout for taking Horsemanship this year instead of next year (ie. this
year's counselor made them really "earn it" whereas next year they'll be
going to a different camp where it is much easier to earn.) (BTW the boy
really felt good that he worked hard and did "really earn it.") The
clincher for me was when I heard some scouts bragging that one Swimming
Merit Badge Counselor would forego the requirement of jumping in the water
with clothes on for the price of a candy bar. (That specific incident was
reported to the Program Director.)
A professional from the council comes out each week to talk to the
scoutmasters at camp. He asked for input as to whether the program should
offer more Eagle-required merit badges at camp. Needless to say, my
answer will be NO.
