A few months ago The Scout Association in the UK decided to send a
monthly bulletin called " Talking Points " to every unit and to key district
and county people. Anybody else who wanted a copy could pay a nominal charge to
be put on
the mailing list. Talking points was recently published electronically also.
Any program changes , revisions to " Policy Organisation & Rules " ,
directory amendments etc. are listed , together with a summary of the
decisions of the Committee of The Council ( = National Executive Board)
and items of general interest.
The idea is that information gets to those who " need to know " quickly
and accurately without being " delayed " or " filtered " or " interpreted "
by the intermediate layers of district and county.
Headquarters Notices are also published in " Scouting " magazine. Of course,
the difference is that in UK the " staff " at district and county level
are volunteers and there is no " service center " with paid staff to
handle paper. It is up to units to read the publications then order any
aditional reference publications etc. from the Resource Centre at HQ if
required.
But nobody in a unit can say that they have not been informed ...
