Recruiting 4th Graders

Last year we started a new Pack in our area. In our den of third
graders we only had three scouts. Over this last summer one the
families moved to another state and now we are down to two (2) first
year Webelos. Our Pack is doing well in all other age groups with 10
Tigers, 10 Wolf's, 16 Bear's, and 6 2nd year Webelos.
Does anyone have any ideas on how to recruit 4th graders??? This is
the only age group which did not respond to our Rally Night.
Also, does anyone know how to get access to a list of students for a
specific school, area or demographic region? Our school will not
release a list of students to the PTA much less Cub Scouts, nor will
the school district administration.
