IMHO, TV's and any other electrical equiptment, other than a
watch,shouldn't be allowed on campouts.
The first reason is that there is non place for the scouts to plug the
things in, unless camping in cabins or at trailer campsights.
The second reason is like what Jim says:

I saw some awesome meteorites, watched the progress of the constellations
through the moonless sky, saw some neat bats flitting along the edge of the
woods, heard a wonderful screech owl duet, and, of course, the katydid and
frog chorus was incredible. I wonder what scared them at one point when
they all suddenly went silent? Maybe a deer sneaking down to the pond for a
late-night drink? Of course, if I'd have had my tv, all that wouldn't have
bothered me.

In my troop, before our scoutmaster retired, we were never allowed to have
any electrical equiptment on any campouts. The only exception was our "Fun
Weekend" which was cabin camping in January. Here we were there for strictly
fun, not work and the adults did all the cooking/cleaning. If the scouts
were caught with anything, ie. walkmans, the item was confiscated and
returned at the end of the trip, with a thorough check of the kid's pack
before the next couple trips.
