You are quite correct that public ridicule would be out of place at any time.
But, as another suggested, this award is intended to be a gentle poking of
fun at the most experienced members of the troop. As the originator of the
award and the one who selects the awardees, I am very conscious of the
ability of a potential recipient to accept it in the good natured spirit it
is intended, and I would not award it to anyone who might be offended or hurt
by it. I have even awarded it to myself.
As I mentioned, only the most experienced Scouts and leaders have received it
or will ever receive it. The point being made is that even someone with a
lot of Scouting and camping experience still has to remember to take along
the basic equipment like a sleeping bag.
It also allows the younger Scouts an opportunity not to feel too bad about
forgetting something less important.
