MB Counselors Must Be Registered

The BSA Advancement form (34403 - 1993 printing) states in two places
that MB counselors must be registered adults of the BSA. The second
place is where a Scouter from the unit signs and certifies that the
records are accurate and "that MB counselors must be registered adults
of the BSA." My council requires that the form be turned in at the
Scout Shop when buying advancement patches, etc. No paper - no sale.
