Paul,
Taking off my BSA hat and putting on my RED CROSS hat, I just want to say
that all you have to do to drown is cover the mounth and nose with water.
It does not have to be deep. Keep in mind that most drowning victims are
people WHO DID NOT PLAN TO BE IN THE WATER. The potential for problems is
actually greater when you are playing near the water than when you are
playing in the water. When you are playing in the water, you are generally
more alert.
I would replace the word swimming and put in the word aquatic activity and
that is when I follow Safe Swim Defense.

The requirements for Eagle are mostly trivial, any scout is capable. Doing
them is what is significant, because most people never finish what they start.
