Larry,
Larry, based upon the Youth Protection videos which I just became a
facilitor for, I would say that you and your son should have a discussion
with the Scout Executive before you do anything else. Their actions might
be considered hazing and this needs to be brought to the attention of the
Scout Executive and NO ONE ELSE. While he and your son might decide that
it was kids gone crazy with power and stupid adults who were not watching
these youths and forgive them, you can bet he would be one quick EX-Scout
Executive it were to let something like this continue. Odds are he would
have a discussion with the council Training chairman (the people who are
responsible for this course in most councils) and there will be some
changes. Offer to be a part of these changes when you meet with the Scout
Executive. In order to get an appointment with the Scout Executive, you
need only relate that this is a youth protection matter, his administrative
assistant or secretary will not need to know more. You might also
encourage your son to have other course participants who feel the way your
son does to bring this to the Scout Executive attention as well.
REMEMBER, he cannot do anything if he does not know about it! If you start
throwing out statements about the treatment of the scouts as a reason for
you toi be a course director inthe future, you will be talking to the same
people who put on the course and this will put them on the defensive. Odds
are there will be a fight (verbal) and only nasty words and rumors will
result. Remember, adults in the BSA tend to be real political (especially
us old timers) and we get into political battles which have no basis in the
first part. Your best bet is the Scout Exectuve, it is his job to hanlde
these problems.

The requirements for Eagle are mostly trivial, any scout is capable. Doing
them is what is significant, because most people never finish what they start.
