Roger,
The Advancement Committee Policies and Procedures Guide has some excepts
from National's Policy statements which relate to advancement. This is
about the 3rd page in (at work without a copy, the way things are going, I
will soon be able to recite this book from memory). IT states that all
Merit Badge Counselors (MBC) must be registered. This is of course related
to Youth Protection. (YP).
They register as a code 42. Most councils with computers can print their
DISTRICT LISTS. Everyone on this list with a code 42 is a REGISTERED MBC.
The problem is this print out will not tell you what the person is a
counselor for. This is why the Council/District Advancement
Chairs/Committee is responsible for maintaing this list. Unfortunately,
these are volunteer people, and if they only do a so-so job, then things
like this fall between the cracks in the floor. IF the useful MBC lists
exists, most of the time, the council office will not have these. As they
are maintained by the advancment committee at the District or Council
level, those are the people you have to chase down to get the lists.
A another note, most people working in the Scout office would not think to
print a district list for codes 42 to just get a list of MBCs.
Last note, Troop MBCs must register, even if they only teach for the unit.
This is a NATIONAL POLICY, all MBCs must be registered. The only cost is
the time to fill out the paper work!

The requirements for Eagle are mostly trivial, any scout is capable. Doing
them is what is significant, because most people never finish what they start.
