JMSSr,

I find your recnt post on the reasons for creating units an interesting
one. I totally agree that the reason you have cited are valid reasons for
membership programs that reach out to youth. In many cases they are valid
for a specific situation for the creation of a new unit. If carried out
to the extent you seem to support, I am afraid that it would be counter
productive. Units that are too small can not deliver the scouting program.
Recruiting boys into such units turn them off to scouting. We need to look
for a better way of delivering the that program. Sometimes that is working
with an existing unit and helping it to grow. Sometimes it means that we
need to find additional adult leadership for these units. Decisions on the
creation of new units need to be carefully thought out.

We need to be concerned for the viability of the new unit. We also need
to know how the new unit's existance will effect other units in the area. If
parents and/or chartered partner come forward asking to form a unit, I think you
have a strong probablity of successfully delivering "the promise". If the
unit is being proposed by others who do not have boys already asking to join,
careful consideration needs to be given to viability questions. Commissioners
and unit leaders already active in the area need to be involved in the planning
process.

Simple answers in the membership area too often are scouting's worst
enemy. Just my thoughts.
