I definitely have to agree with your last statement(s):

This is a point that I always try to get across to other Scouters. The basic
principle of learning is that children imitate, whether their own peers or
adults ... monkey see, monkey do! To take this one step further, how many
adults are around Scouts and not during regular Scouting activities (home,
community, school, etc.) ... they are still watching you!
This is similar to what my Scoutmaster used to tell us ... "Whether or not you
are in a Scout uniform, people should still be able to tell that you are a
Scout."
