A BOR is there only to review. If a Scout signed someone off for something
they do not know, it's time to talk to the scout who signed. As to the new
scout patrol members who do not know a yell or have a flag, they should have
the BOR tabled until later so that they have an opportunity to go and get the
patrol into gear - they should be topld they won't pass until they can
describe their flag.
