MBs and the Handicapped Scout

Sharpen your opinions, ladies and gentlemen!
Among the Scouts I am currently counseling for an MB is one who does not
appear to have the mental ability to comprehend some of the material.
His ASMs seem to share this view although none come out and admit it.
So -- what to do on those requirements? (Show why ... discuss the
differences... compare ... type requirements.)
Play hard-ball and withhold the badge although he is quite clearly DOING
HIS BEST?
Marshmallow in and give it to him?
I can defend either side and it's NOT a required MB.
