Swimming

Forgive me if I'm wrong, but isn't the swimming merit badge required
for canoeing, rowing, and boating? How can one sub. for another when
the first is required to get the second. Or is the second to get the
first of the second? What about the third and the fourth?
In CLBT, we teach that "outing" is in the word scouting and if you
lose the outing part, you are left with "sc" which isn't much.
Without the camping and hiking, I still say that Scouting just
becomes another club; the best part of Scouting is the C and H.
