I would think that this would be a difficult requirement to enforce.
Basically there is really no MINIMUM uniform requirement. Are you going
to tell a boy he cannot be a member of a unit because he can't buy a watch
or a uniform shirt? I would think not. A watch could serve a purpose,
but who is to pay for it if a youth member could not afford one.
Experienced uniforms are easy to come by at reasonable prices, but a watch?
