Headwaters Area CSP question

Hi all,
Some nice man :-) sent me a Headwaters Area CSP. At first I thought it was
a dup of the one that I already had, but on a closer look it has what appears
to be a black whale in the lower left corner (yes, I have my glasses on).
Can anyone tell me what it stands for?
