Actually, 21 merit badges total are still required for the rank of Eagle
Scout, vice the figure of 22 that you cited. You appear either to have made
a typographical error or you have been misinformed. I refer you to the 1995
printing of the 1994 edition of the BSA's, "Advancement Policies and
Procedures Committee Guide", No. 33088. On page 28, it states in the "Merit
Badges" block of the Boy Scout advancement requirements matrix:
"Ten more (21 in all), including 5 more from the required list for Eagle
(12 in all), with at least one in each category."
Barring that one minor factual error and not mentioning the 24 merit badge
requirement for Eagle Scout in the "Improved Scouting Program" that was
phased in between 01 September 1973 and 31 December 1974 and eliminated
about 5 years later, your posting provided a good balanced view of the
subject.
