Patrol Flag (Was Advancement Requirement)

I have to plead guilty in this situation. As Scoutmaster I had passed
last year's New Scouts on this requirement by asking them to show me or
describe the design for the flag they were supposedly making. The drawings
had a consistent theme in them, though no two were exactly alike. However,
by the end of the year (after they had all earned their Tenderfoot rank),
there was no flag! There are lots of directions the fingers can point
here (including at me), but the result is that the patrol never really did
gel that year. We have some serious discussions ahead at the first PLC
meeting this fall.
