Advancement Requirement

Requirement Number 7 for Tenderfoot says:
Know your patrol name, give the patrol yell, and describe your patrol flag.
I recently sat on a Board of Review where a number of members of the new
scout patrol appeared for Tenderfoot. The patrol has a name, but no flag
and, to the best of my knowledge, no patrol yell. However, each scout had
been given credit for having completed this requirement.
If you were a member of the Board of Review, how would you have handled the
situation? I'll be glad to share how I handled it but I would appreciate
some comments from the list before I do.
