I have seen a number of troops with different neckerchiefs for different
Scouts, and I have to say that I don't particularly care for it. When
we invest a Scout into Troop 24, he gets the TROOP neckerchief. He is
not a probational member of the troop, he is a FULL MEMBER, same as the SPL.
As he advances in rank, there are more things he can do. As he gets older,
he can participate in Venture Crew. But from the day he joins, he is a
member of the troop and wears the troop UNIFORM. You can identify him
from within a crowd of Scouts because he is wearing either the troop
neckerchief or the troop T-shirt.
We don't seem to have any problem with motivation for advancement: last year,
91% of our Scouts advanced at least one rank including 3 Eagles, and those
other 9% were three Life Scouts working on Eagle. If they didn't want to
advance for any other reasons, I doubt they would do it for a fancy neckerchief.
