At Troop 16 we have a similar policy, except that we have 3 different
neckerchiefs which were custom designed by the scouts. We give out a
red neckerchief with our troop logo embroidered to scouts who reach
First Class, a blue one with the words Eagle Scout in addition to the
patch to all scouts when they reach the Eagle rank, and a green one
with patch to all adult leaders.
Nobody has yet to critize our approach, and I have never read
anywhere that all scouts are required to wear the same neckerchief.
If this were true, when would the scouts wear all the special
neckerchiefs they get such as the NESA, Eagle, or in our case OA
Lodge neckerchief.
My recommendation would be to ignore the commissioner as uninformed
unless he can quote chapter and verse of uniforming regs to support
his claim. If he does, please post it because I have never seen it
either.
