Re: Merit Badge work at Summer Camp

Charlotte,

I will stress what Fred Rogers indicated. THERE ARE NO TIME LIMITS FOR THE
COMPLETION OF MERIT BADGES, except the youths 18th birthday. This is
NATIONAL's position, stated clearly (The bold is very close to an
exacte quote) at Philmont Training Center during the Boy Scout Advancment
class. The National Director of Advancment/NESA was present and endorsed
what the instructors presented.

As to what part of the blue card goes to the Council office with the
Advancment record. That would have to be a local question (talk to your
district advancement chairman, or council service center). The reason this
is a local question is that some councils do this, others do not. Catalina
Council does not check merit badge counselors to verify they are
registered. Others do. Why is this. Push has not yet come to shove.
Catalina is small and not exactly overrun with dollars. They will not
spend the money to check they counselors (it is not there to spend).

National wants all merit badge counselors registered and would like all
the councils verifying that they are registered. But they are not pushing
too hard yet. They seem to be leaving the implimentation of all merit
badge counselors being registered up to the councils. Some do this by
checking, others, like mine try education.

One of the items disucssed at the BS Advancment course this Summer at
Philmont was Summer Camp Merit Badge programs. National is interested in
council advancement committees checking up on the advancment program
offered at Summer Camps. As many of us know, youths counselors sign the
merit badge cards at some, short cuts are taken on some merit badges, and
all kinds of other problems. National would like to see all this cleaned
up (no more easy merit badges for just showing up, at summer camp). There
is a booklet out about this, but I can not give the National Stock number
because it is in Sierra Vista and I am enjoying Hot Muggy Fort Belvoir,
Virginia this week!
