This sounds like a policy older than ten years :-). I don't believe this is BSA policy but maybe a local policy. A while back, there was a discussion about whether or not to allow mom's on campouts/summer camp. Apparently several troops have female registered scouters who attend campouts without mention of the necessity for a husband or other female. The main concern seemed to be that mom's presence will alter the boys learning experience.
