I will echo the comments of Larry and Michael; Scout uniforms are appropriate dress and gifts are not expected. The ECOH, in my experience, is
a formal scouting ceremony and dress should be appropriate to the occasion.
Your presence and congratulations are probably more important than a gift. A short congratulatory letter or personal note in a card might be appreciated.
I know my two Eagles felt that way.
