Merit Badge work at Summer Camp

How is work towards merit badges handled at your respective summer camps?

My recent experience is that scouts worked the requirements with the camp
staff / counselor and at the end of the week a camp produced white sheet
was provided to each scoutmaster for those merit badges scouts worked on.
These sheets contained the requirements that the scout had completed. The
camp staff emphasized that it would be left up to the SM to validate
whether the scout qualified for the respective MB. I was told, this was
done to insure that SMs were able to maintain their own standards. I being
somewhat confused questioned this, and was told this is how it has always
been done. You know, I never realized that a SM was so qualified that they
could sign off all MBs. ;-)

Not satisfied that this is the proper manner in which it should have been
administered, I pulled out my trusty "Advancement Guidelines". Fun thing
is that page 19 stipulates that the couselor must be fully qualified and
maintain the exact standards as outline in the MB requirements. and that,
"Partial completion of merit badges should be credited to a Scout on the
Application for Merit Badge and given to the SM at the end of the week."
Seems pretty clear to me :)

I'm in the process of checking with the council office to see if camp staff
members have been registered as MB counselors.

How do other camp handle completion and partial completion of merit badge
work at summer camp?
